Kristi Noem Visits Portland ICE Office Alongside Conservative Personalities

The South Dakota governor, currently serving as the homeland security secretary, inspected the Immigration and Customs Enforcement (ICE) facility in Portland on Tuesday. While there, she observed a modest gathering outside, which differs significantly to the fiery "blockade" described by Donald Trump.

Accompanied by Right-Wing Media Figures

Governor Noem was escorted by a trio of MAGA-aligned personalities who were driven from the local airport to the facility in her security detail. Her department has shared increasingly belligerent online posts featuring federal officers performing enforcement operations and using tear gas at demonstrators.

Protest Scene

Officers established a perimeter outside the building in the Portland's waterfront district before the Noem's arrival. A small group demonstrators, featuring one dressed as a fowl and another as a shark, were maintained behind barriers.

Audio played loudly from a demonstration site nearby, with words about Donald Trump and allegations. A demonstrator yelled to a government videographer filming from the top of the building, challenging whether the Department of Homeland Security had been renamed the "propaganda department".

Reporting Details

Reporters from nonpartisan publications were also held behind the security perimeter outside, while the conservative personalities in the secretary's group—three right-wing influencers—posted digital content of the secretary conducting federal personnel in religious observance inside, delivering a motivational speech, and instructing a member of the Oregon National Guard to "Be ready".

Background Developments

Governor Noem has repeated the former president's allegations that the small band of protesters—who have gathered in their dozens outside the site since recent months, including one in an inflatable frog costume—are "terrorists" who have placed the facility "under siege", making the sending of government forces essential.

Yet, on last weekend, a court official in Oregon halted the former president's effort to bring under federal control local militia, determining that the Trump's claims that the mostly calm city was "being destroyed" were "not based on reality".

Following that, the judge, Karin Immergut—who was appointed to the bench by the former president—expanded her order to prevent state militia from any jurisdiction from being used in Oregon. This occurred after the former president answered to her previous decision by attempting to deploy members of the another state's militia to Portland.

Increased Confrontations

Following Donald Trump focused on the modest but continuous demonstration outside the office and made inaccurate statements that the city is "in a state of war", a growing number of his adherents, including conservative personalities, have appeared to face the protesters.

A number of these confrontations have led to altercations and physical fights, resulting in apprehensions by the officers. Nick Sortor was one of those detained after he sought to enter a protest encampment on a sidewalk near the site and was engaged in a fight over an American flag. He had previously taken the flag from a protester who was destroying it.

The charges against Sortor were later dropped after an outcry in partisan press led the leader of the legal unit of the DOJ, Harmeet Dhillon, to threaten an investigation of the Portland Police Bureau over claimed partisan treatment.

Two individuals the influencer was arrested for fighting with still face charges.

Official Responses

Recently, the state's governor, Tina Kotek, accused DHS agents in the ICE facility of trying to irritate the protesters by using disproportionate amounts of chemical irritants in a local community and bringing in right-wing personalities to film the crowd from the roof of the facility. "They are clearly trying to antagonize the crowds," Kotek said.

Three of those right-wing personalities were described in a law enforcement document last month as "opposing demonstrators" who "constantly return and provoke the protesters until they are confronted or pepper sprayed" and refuse "ongoing instructions from law enforcement to keep clear of" the demonstrators.

Influencer Activities

A conservative personality, a ex-reporter who transitioned as a partisan figure after being dismissed from a media outlet for content theft, shared video of the secretary viewing from the upper level of the office at the limited number of protesters below, including Jack Dickinson who sports a bird outfit to ridicule the former president. The influencer captioned the clip of Noem inspecting the placid scene below: "Governor Noem faces off against radicals and a chicken-clad individual".

In spite of the difference between the allegations from Trump and Noem that this ICE field office is "encircled" from "homegrown extremists" and obvious footage of a handful of individuals in peaceful clothing, the personalities with her continued to label the group as threatening extremists.

Discussion with Law Enforcement

During her visit, Noem also met with the law enforcement head, Bob Day, who has been caricatured as "liberal" in partisan press for authorizing his personnel to apprehend Nick Sortor. In a digital announcement on the discussion, Johnson stated that the chief had "sided with violent ANTIFA militants attacking journalists and officers outside ICE facility".

Noem’s motorcade then left the office past a few of protesters on the street outside, including one dressed as a bear wearing a sombrero.
